If you're referring to Star Trek: Outpost, I'm just one of the voice actors so I'm not sure which program Tony Raymond uses to put it all together. However, I do know that there are a few programs out there that would fit the bill. The one thing you would want to look for would be a program that allows you to do multitrack production. The first that comes to mind would be Adobe Audition. That's probably the most widely-used for voice production. I've found a program called n-Track that is very affordable and I've really grown to like it for the project I do produce. I don't know which OS you're using, but n-Track is available for Windows and OSX. There are a couple others I've looked at that are open source, but I found them to be a bit clunky at this point. Hope it helps! I love the way podcasting has brought back the interest in audio drama.
