After being convicted of treason, he fled the planet, and was pursued by Commissioner Bele. (Bele explained their backstory to Kirk’s crew in the third-season TOS episode "Let That Be Your Last Battlefield <../le/Let That Be Your Last Battlefield.htm>.")

The man identifies himself as Lokai from Cheron, a planet in an ..... after he was left on the planet

he found another spaceship and headed towards Deep Space Nine ... he said chief O'Brien
