Well the first step is to get signed up with STARFLEET. If your husband wants to join then you can have the family plan for $22 a year.

Once you have done that you need to put the word out among your friends that you are starting the ship and need crew. You need 5 STARFLEET members counting yourself to get started and 10 to become a fully commissioned ship.

Then the paperwork starts.
